New publication: The Dutch/Belgian Studygroup on Subterranean
Limestonequarries (SOK) published its bulletin "SOK-Mededelingen
number 24" this December.

Message 2:
"UIS Commission on Artificial Cavities" reaction to the document
"Guidelines for Cave and Karst Protection".

A working group of the Australian "Commission on National Parks
and Protected Areas" produced at the beginning of December a
document called "Guidelines for Cave and Karst Protection". This
document can be taken from the UIS Web server at:

If you have no acces to WWW, send a mail to me, and I'll mail the
text to you.

This CNPPA is a body that many governments use as a reference, so
the guidelines should be taken seriously. They might pop up in
national or local laws. As the time to react to this above
mentioned document is only very short (before 31 December 1995) I
have set up a reaction. Any one can send their own reactions to:

The International Subterranean Heritage Association (ISHA) is
preparing a report containing all kinds of comments. You can also
send your comments to their E-Mail addres ()

- The guidelines:
     - clearly state that the area outside a cavity is of the same
           importance as the cavity itself. This is a very
           important and positive statement that we support.
     - are too general. Any type of underground space can be
           meant, including artificial cavities.
     - are too vague. Only the point of environmental protection
           is properly presented.
     - speak only a little bit of cultural research, and this type
           of research is very widespread in artificial cavities.
           Industrial archaeology is not mentioned at all.
     - treat researchers and tourists as intruders. If researchers
           and tourists treat the cavities with respect, this need
           not be the case. It can even be essential to help the
           preservation of the site.
     - do not fit artificial cavities, because they are of a
           totaly different nature.
- Artificial cavities:
     - can be found, not just in Karst areas, but also far outside
           them, and they are in need of protection as well.
     - are very often found in urban areas, and the guidelines
           speak only a very little bit of the problems related
           with cavities in urban areas.
- The time to consult all the groups world wide is too short for a
     proper reaction.

We would therefor recommend:
     - Add to the guidelines that these do not apply to artificial
           cavities.
     - Produce seperate guidelines for artificial cavities.
     - Consult National and Regional groups worldwide that have
           their own guidelines working and are familiar with all
           the different types of artificial cavities present.
     - The UIS Commission on Artificial Cavities would like to
           participate in the making of these guidelines.
